Free Foutz is a Portfolio Implementation Manager for the VictoryShares and Solutions team. With over 22 years of industry experience, he oversees the day-to-day portfolio management and investment operations for VictoryShares, Victory’s suite of exchange-traded funds, as well as other passive offerings. In addition, Mr. Foutz is responsible for performance reporting and GIPS compliance across the firm’s investment franchises.

Prior to joining Victory Capital Management, Mr. Foutz worked as a Senior Institutional Investment Analyst for Schwab’s Retirement Investment Services department, conducting in-depth manager research and authoring proprietary research reports. Prior to that, he worked as a Registered Representative within Schwab Retirement Plan Services.

Mr. Foutz earned a Bachelor of Arts degree from Ohio University in Athens, Ohio. He is also a former Series 7 and Series 63 license holder. He currently holds the Series 3 license.
